As with just about every issue, this one really begins with the value community adds to location.
MUNI adds value to land. Just think, as a business person would you prefer to be closer to transit or further away? Exactly! You like downtown because of the complex of transit routes that bring shoppers and tourists there.
In short, MUNI adds to land value. That means businesses have to pay higher rents to operate. Should the businesses pay that higher rent to the land owner or to MUNI? Remember, it's MUNI which bumped up the rent.
Leon Phat will implement CBDs (Land rent revenue retrieval mechanisms) that will recapture the valued added by MUNI, streets, schools, fire and police protection. This circular funding source (paying for MUNI with the value it adds) will enable MUNI fares to remain low.
As an additional matter, Phat supports the use of jitney busses serving shorter but more frequent routes.
